Millat accordng to the Quraic expert is the making specific labels as linguistic motif. Prophet Ibrahm AS had  created many such labels. Allah highlighted in the above verse one of label for his followers of monotheistic belief is "Muslim".  Modern translators used Millat=Deen and according to linguistic expert Allah can not use Deen and Millat with same meaning in the same verse.
